if you have fewer competitors, i will raise prices because i can. >> reporter: during the recent disappearances of the victims of the mergers, the airfare has risen 10% since 1995. but with baltimore, they have bucked the trend, fairs have dropped 2%. >> it is an important thing in drawing customers throughout the region. >> reporter: a spokesperson agrees on competition but they are looking for more. >> we are trying to boost competition. >> reporter: they are hoping to keep fares from soaring as another airline flies off the radar. now on a bright note, it is possible airfares could go down in other airports across the country specifically where they are not in direct competition

and in other airports where they do not serve other customers, they could drive fares down if they continue their expansion. wjz eyewitness news. >> okay, adam, thank you. police are investigating a murder in connection connect. a man's -- in cockeysville. a man was found just before midnight. they are still trying to identify the man and they don't have a suspect as of yet. 33 year veteran of the department has been killed in pennsylvania. live in the newsroom with more, mary? >> reporter: the officer killed was a traffic accident investigator. 61-year-old james fowler died when his pickup truck crashed in raining conditions. he was driving for a training program on accident

investigation. he was a navy veteran, denise back to you. >> thank you. stephanie rollins thanked him for his decades of service. they are banning drivers from talking on handheld cell phones behind the wheel. here is more on the law that takes affect on friday. >> reporter: authorities say every year hundreds of marylanders loose their lives as a result of distracted driving and they believe this new law will bring those numbers way down. >> they are good for talking they don't pay attention. >> when traffic slows down, they are on their cell phones. >> reporter: beyond this time they will issue a ticket. >> hang up and drive. >>reporter: transportation and law enforcement agencies

unveiled a sign that will remind people not to use cell phones behind the wheel. they hope to pass the vials as a primary offense meaning alone it could be cited. instead it is given as a secondary offense. you will have to be pulled over for something else as well. first time is $40 and then $100 every time thereafter. authorities say it will be extremely affective. >> it is amazing how creative police can get. i would not be comfortable thinking they can't get me because i am holding the cell phone. >> they are the ones unfortunately we will cite. >> reporter: they say it's time for a change although some say it is unnecessary. >> if you get caught you will not do it again. i think it's a good thing, i believe it needs to become a

tampa, all that moisture is moving northward and the pressure is expected to move generally to the north along that frontal boundary. we just got this in from the hurricane center, it has winds 35 miles per hour and it is a very poorly formed situation right now. it is not a typical tropical depression but you can see the tract takes it to the carolinas. more than that, we are looking at a major rain storm, new jersey and up towards other areas. bernadette? it is making rainfall eventually in the carolinas and rain will move way ahead of the center. it will get funneled in our

direction because of the storm track and it will pick up a lot of momentum and continue racing to the northeast. you can see a lot of lines going in a lot of different directions. the storm is not getting picked up by the computer models. we have rain in our direction, wind gusts may be up to 40 miles per hour. the rain will start wednesday night. this moves out of here quickly and we will have a full forecast coming up. former president jimmy carter will spend tonight in the hospital. he was rushed to the emergency room after a flight to atlanta today. this is video of carter last month. carter's grandson said the 85- year-old is resting comfortably but doctors want to observe him overnight.

it is the campaign 2000 report, in the gubinatorial contest, at the center of controversy, here is reaction from both sides. >> reporter: revved up and ready for a fight, the governor martin o'malley campaign slug it out over jobs in maryland. while they promote their progress, the republican contender say they are trying to rosie things up by pulling a report off the state website because they painted a bloom my picture. they indicate the report was altered. >> all i know is we can't let this bad news get out because it is a major issue in the campaign. these orders are coming from the top. >> reporter: he does not know who said top in the e-mails are

leasing a lot of space which is why we will want you to start calling this building the transamerica tower. when they moved into the brand- new building, they left the old building without a name and with plenty of space to fill. the parent company to transamerica life insurance which already ploys 750 people at two baltimore offices. they were looking for more bang for the buck. making themselves better known than they are. >> reporter: they have roughly a third of the building. it is an ongoing renovation project that includes a nearby parking garage but the icing on the cake, getting the company name on top of a baltimore landmark. >> you can see it from the ballparks and the water parks

. the bedbug problem, a couple had an infestation problem that drove them from their home. here is more. >>reporter: at the sprawl apartment complex, some under wanted -- unwanted tenants have moved in. the man andment company -- management company said the bugs were in the neighboring apartment. >> after that, she began to be bitten and one night she woke up with 25 bites. >> reporter: managers said the apartment was treated but it was merely inspected. >> they gave them chances to correct the problem but it was never corrected. it got worse. >> reporter: the woman listed in the lawsuit said it is a nightmare. she still is coming here to throw most of her belongings

away as they prepare to move out for good and they are living with her mother. >> once they were on notice, they were obligated to correct it promptly. >>reporter: the browns hired this law firm. how much are they asking for? >> a half million dollars. >> reporter: nobody is answering our questions about the lawsuit or the bedbugs. >> she says her constant thoughts about bedbugs have resulted in her needing therapy. calls have gone under returned. >> so many renters have come in and they expect to file more cases against landlords. he is one of the few for the mcarthur grant. he feels guilty but the

[ female announcer ] never happened -- your bill went up 72%. and o'malley gave the bureaucrat who approved the rate hike a huge raise. now martin o'malley promises we're moving forward. the fact of the matter is our economy is doing much better now. [ female announcer ] really? nearly 7,000 marylanders lost their jobs last month. four years ago, martin o'malley misled us. now he's just making stuff up. bob ehrlich. we can do better.

clouds around down to 50 in oakland, pretty chilly out there, 79 in washington, 77 and 64 out in ocean city at 4. the dew point comes down, it actually dried out, yesterday it was 72 degrees and it has dried out a lot. we have a southwest wind that brought the dry air in. brought us sunshine today. the funnel system dumped showers and thunderstorms as laid up around the coast and it will stay there over the next couple of days. it will provide accord door of -- a corridor of moisture across the mid-atlantic particular by late thursday into friday. for us it will mean rain late tomorrow night into thursday and there is a lot of potential

for heavy rain, we could see flash-flooding and coastal flood advisories and it looks like a windy wet day on thursday. tonight some clouds around and what we are concerned about, the developing area of low pressure which is now a tropical depression south of cuba. tonight no weather problems but tomorrow night, as the low develops to our south, it is very close to a tropical storm, winds are at 35, we will keep watching it. one of the computer models has it across our region late in the day by thursday. that means gusty winds particularly along the coast. exactly where it goes at this point it is still up in the air but the national weather service has it up to the north and up towards massachusetts which takes it to our east. that means we still get heavy rains. it does not look like a major

wind storm. we will probably have issues with that but we will keep tracking the storm as it develops. tonight upper 50s to low 60s rain developing late tomorrow night, a high near 76, rainy and wet, a stormy day on thursday and much cooler for the weekend and i will have that forecast coming up. tough restrictions on teen drivers, how soon this can become a reality. college lockdown, the pan jake on campus and who that gunman was. it is a fatal but preventable disease and now the health department is offering a

. it is 6:29 good evening everyone and thanks for staying with wjz. car crashes are the number one killer of american teens and in 2001 nearly too many teens died in accidents. it will give teens restricted licenses. >>reporter: jaimie died on the way home from a high school football game, her best friend was behind the wheel. >> they went into an embankment on the side of the road. >> reporter: her father is in washington today hoping to help other families avoid the same tragedy.

he is urging congress to pass new legislation that will require states to make sure drivers will be 16 to gate permit and 18 for a full license. drivers will have to be supervised until they are 18. cell phone use will be strictly prohibited behind the wheel and teen drivers will be allowed only one friend under 18 in the car. advocates of the new law say granting drivers restricted licenses will save thousands of lives. jim beliefs if this law had been in place eight years ago, his daughter would still be alive. >> i think the driver in that car was distracted. there were so many kids in the car. their cell phones were all over the ground. >>reporter: if the law passes,

they will have three laws to comply with the new rules. it has been introduced to both the house and senate but it is stuck in committees waiting for a vote. a major big-rig crash in oklahoma, donald only 76 most likely had only five hours of sleep before starting his workday. he crashed on the highway last year, 10 people were killed. he pled guilty to 10 counts of negligent homicide and was sentenced to 30 days in jail and 10 years probation. police have identified the young man on the campus, mary is in the newsroom with details. >> reporter: he fired an automatic weapon on the 6th floor of the school library and

shot himself. college records show he was a math major at the university. they were on lockdown while police searched nearby buildings for a possible second suspect. now police say he acted alone. no other injuries were reported. police are trying to figure out why he brought a gun to the library. back to you. it was one of the worst mass shootings in u.s. history. an ex-marine killed 16 people from a clock tower on the campus. a toddler shot and killed himself at the apartment, and his teenage brother and girlfriend are charged with leaving the gun within reach. >>reporter: he and his girlfriend are charged as adults. monday at 11:5 in the morning they were in a bedroom when neighbors herd a -- heard a

gunshot. >> we interviewed different people in the residence at the time and we came to the conclusion there were four people in the room where the child was shot. the handgun was left underneath the bed. >> reporter: the two-year-old remained in critical condition tuesday. the young boy was charged with leaving the gun in a place where a child could find it. the girlfriend is charged with hiding the gun after the baby was shot. police found the gun next to the kitty playground. while the gun was jammed it would not be impossible for a child to find it and fire it again. >> the gun was jammed, however the jam could have been cleared and fired again. >>reporter: this news was very troubling to a family who live in the same complex. >> there are a bunch of children who come here to play and any one of them could have picked it up and shot it. >> it is a danger to everyone.

the whole thought saddens me. >> reporter: the gun was stolen from a federal officer. that officer told the sheriff he had it in his locked car. saw san coliseum -- suzanne collins wjz. out of washington tonight, that is where a u.s. appeals court said stem cell research can continue. they say it violated a law because embree yeses were -- embryos were destroyed in the process. they are looking into a full appeal.$♪. they are getting into more hiv infested pregnant women -- pregnant women. they are receiving aids drugs to protect their unborn children. the number more than tripled over the last few years.
